What do Par and soft limit mean?

Par is the optimal move count for the daily puzzle. The soft limit gives extra room for normal play, but you can continue even after going over it.

Is the puzzle the same for everyone each day?

Yes. Daily Hanoi uses a deterministic date-based seed so all players receive the same start and goal states on the same date.
